East County Rising mourns the loss of Representative Hoa Nguyen, a beloved member of our community, a tireless champion for East Portland and North Clackamas, and an early part of the East County Rising family. From her service on the David Douglas School Board to her leadership in the Oregon Legislature, Hoa dedicated her life to lifting working families, empowering youth, and building stronger, more inclusive schools and communities.
Many in our network had the honor of walking beside her — as neighbors, organizers, and friends. Our hearts go out to her family and the many close friends who surrounded her with love during her illness. Hoa was not only a public servant but a symbol of perseverance and joy. Her passing is a profound loss to East County and to all of Oregon.
East County Rising has long invested in House District 48, where we proudly managed her tough re-election campaign and ran deep field organizing to strengthen our community’s voice. As we grieve, we also turn our attention to the work ahead. One of the most meaningful ways to honor Representative Nguyen’s legacy is to ensure that her commitment to education equity, youth empowerment, and economic justice continues.
The appointment process to fill the House District 48 seat is moving forward swiftly in accordance with state law. While this moment is tender, we remain dedicated to protecting and advancing the policy gains she championed.

Our endorsement represents the backing of one of the most vibrant political organizations in East Multnomah County. Our endorsed candidate will receive financial and organizing support for their appointment and strong consideration for future endorsements. Final decisions will be made by our Board.
